Mr. Brownlee joined Southern Consultants, Inc. in September
1986. Since joining the firm he has worked on projects including
street design, drainage, computer modeling, water/sewer system
design, construction inspection, and program management.

Responsibilities:
- Siwell Road Widening Project
City of Jackson, Project No. 34004-902.
Responsible for the design and construction phase services
for the infrastructure improvements and widening of Siwell
Road from two (2) lanes to four (4) lanes.
- Alexander Street Widening Project, City
of Greenville - Responsible for design and construction
phase services for this STIP project. Approximately 9,500
LF, $2.75 million.
- Drainage/Channel Improvements, Jackson,
Mississippi - Responsible for supervision of field surveys,
hydraulic computer modeling, horizontal and vertical alignment,
preliminary and final design and computation of construction
quantities for three (3) City of Jackson drainage projects
on tributaries to Town and Caney Creeks.
- Lakeland Drive, Jackson, Mississippi
- Responsible for supervision of field surveys; horizontal
and vertical alignment design, drainage design, and computation
of construction quantities for the federal aid urban street
rehabilitation project.
- Old Canton Road, Jackson, Mississippi
- Responsible for coordination of field surveys; alignment
and drainage design, and prepared right-of-way plats.
- Mule Jail Road, Jackson, Mississippi
- Supervised construction of the 48" Diameter Water
Transmission Line from the O.B. Curtis Water Treatment Plant
to Old Canton Road. Also responsible for review and verification
of contractor pay estimates for as-built quantities.
- Westside II Collector Sewer System,
Jackson, Mississippi - Responsible for layout and design
of gravity and force main sewer lines, preparation of plats
for right-of-way, computation of construction quantities
and cost estimates.
- CDBG Sewer Project, Claiborne County,
Mississippi - Supervised construction of the project, reviewed
contractor pay estimates, and computed as-built quantities.
- O.B. Curtis Water Treatment Plant Access
Road, Jackson, Mississippi - Supervised field surveys; also
responsible for alignment and drainage design and prepared
right-of-way property plats.
- Raymond Road Widening, Jackson, Mississippi
- Supervised construction of the street widening project
and verified as-built quantities.
Prior to joining Southern Consultants, Inc.,
he was employed with the Mississippi State Highway Department
Roadway Design Division in Jackson from January 1985 through
August 1986. Supervised a design team on rural highway projects,
four lane construction, interstate and interchange design,
urban projects, and bridge replacement projects.
Responsibilities:
- U.S. 72 Alcorn and Tishomingo Counties
- Responsible for determining right-of-way requirements,
drainage design, computed earthwork, and interchange layout
and design. Computed bid quantities for the construction
of four miles of Phase I for this project.
- U.S. 45 Lee County (10 miles) &
U.S. 78 Benton County (10 miles) - Responsible for horizontal
and vertical alignment, right-of-way plans, interchange
layout and design, drainage design, pavement design, and
earthwork computations. Designed form grade plans for the
interchanges.
- Highway 448 Bolivar County (5 bridge
replacements) - Designed detours around bridges, computed
earthwork, and performed pavement design. Developed pavement
striping plans for the detours and the permanent striping.
- Highway 30 Union County - Responsible
for horizontal and vertical alignment, storm sewer design,
and computed earthwork. Developed right-of-way plans for
the 3-lane curb and gutter widening and overlay project.
- Highway 7 Yalobusha County (2-lane rural
highway) - Responsible for horizontal and vertical alignment,
drainage design, sized drainage culverts, set right-of-way,
and computed earthwork.
While attending Mississippi State University,
employed with the Mississippi State Highway Department District
Office in Hattiesburg from May 1984 through August 1984.
Employed as a construction inspector and surveyor
for a five lane curb and gutter section of U.S. 84 located
inside the city limits of Laurel, Mississippi.
Performed inspection of asphalt pavement, concrete
curb and gutter, and embankment construction. Survey responsibilities
include; layout of subgrade and pavement blue tops, curb and
gutter stakes, street intersections, centerline profile, and
horizontal alignment.
Supplemental Experience:
From August 1982 through December 1982 while
attending Mississippi State University, enrolled in the University
CO-OP Program and employed with the Southern Company in Birmingham,
Alabama, as a drafter on a hydroelectric pump storage facility
used for peak energy demands.
